Meaning of Day Procedure Centre

According to Hong Kong legislation Cap.633, the Private Healthcare Facilities Ordinance, any institution that provides medical services to patients (without lodging) or carries out minor medical procedures listed in the ordinance (without lodging) is classified as a Day Procedure Centre and must apply for a Day Procedure Centre license.

Minor medical procedures include:

  • Surgical procedures
  • Endoscopic procedures
  • Dental procedures
  • Chemotherapy
  • Blood dialysis
  • Interventional radiology and lithotripsy
  • Anesthesia procedures
  • Radiation therapy

Ophthalmic surgeries, dental surgeries, surgical procedures, gastrointestinal endoscopy centers, oncology hematology centers, and cosmetic plastic surgery are all categorized as Day Procedure Centres and require a Day Procedure Centre license.


1. Healthcare engineering systems

There are mainly three areas:

  • Electrical installation
  • Specialized ventilation system
  • Medical gas pipeline system

Electrical Installation:

Statutory Requirements and International Healthcare Standard(s) to be complied

  • HTM 06-01 (2017 Edition) : Electrical Services Supply and Distribution
  • HBN 10-02: Day Surgery Facilities
  • Electricity Ordinance (Cap. 406) and its subsidiary regulations and code of practice

Electrical Design Parameters of critical care area (operating room and recovery area) for DPC at 2024

  • Critical care area should be provided with back-up power supplies
  • Emergency generator: automatically available within 15 seconds of loss of normal supply
  • Uninterruptible Power Supplies (UPS): automatically available without power break upon loss of normal supply

What we provide:

  • With reference to the above standards/codes, our contractors, Project Manager and R.P.E. assist clients in reviewing the existing electrical infrastructure of critical care areas (operating room and recovery area), as well as designing, upgrading and installing systems to meet the electrical demands.
  • Provide schematic diagram(s) and layout plan(s) of electrical installations.
  • Help clients select appropriate backup power supply equipment (e.g. UPS and associated batteries), supported by engineering calculations to ensure sufficient capacity for client operations.
  • Conduct testing, commissioning, inspections, and provide test reports.
  • Offer professional advice to clients on electrical installations, including:
    • Suitable backup time for essential devices
    • Room conditions for installing UPS
    • How to properly maintain records of UPS maintenance
    • how to develop a battery monitoring system.

Specialized Vitalization System

Healthcare ventilation & air-conditioning standard(s)/code(s) to be complied

  • HTM 03-01 (2021 Edition) or
  • ASHRAE Standard 170-2021 and
  • ISO 14644-1: 2015 ISO Class standard (clean room)
  • and the relevant local guidance on ventilation, such as the “Recommendations on Prevention of Surgical Site Infection” and “Guide to Infection Control in Clinic Setting” promulgated by the Centre for Health Protection of the Department of Health
  • Where fresh water cooling towers are installed as part of the installations of the facility, the cooling towers comply with the requirements and guidelines in the Fresh Water Cooling Towers Scheme and Code of Practice for Fresh Water Cooling Towers: Parts 1, 2 and 3 promulgated by the Electrical and Mechanical Services Department (EMSD).

  • Conduct testing, commissioning, inspections, and provide test reports.
  • Offer professional advice to clients on the specialized ventilation system, including:
    • The size of air filter
    • how to prepare regular compliance check reports
    • how to prepare the maintenance schedule
    • how to properly keep the maintenance record on site

2. Licence Application

  • It complies with the Day Procedure Center Practice Guidelines, international standards, and licensing requirements.
  • A qualified government R.P.E., along with experienced renovation contractors, registered electrical engineers, and specialized ventilation system engineers, work together on design planning (for new constructions or renovations of existing operating rooms), installation (of electrical and specialized ventilation systems), testing and commissioning, and finally, acceptance and signing off by a qualified government R.P.E. A complete healthcare engineering report is delivered, and meetings are held with the Department of Health (for initial licensing, renewals, and annual audits), providing a one-stop service for the Day Procedure Center.
